I went out to the warehouse and pulled a Trailer Tipper Latch # DL13353. The bolt holes on the bottom take a 3/8 inch diameter bolt.
For locking you will actually need to use a locking pin or pad lock with a 5/16 inch diameter. When in the locked position install the lock and the latch will not be able to open.

The best defense against bolt cutters for coupler pin locks is to go with a coupler lock that fits the coupler latch so tight that a bolt cutter couldn't fit.

You can just use the 2 holes for a 5/8 inch bolt or for added strength you can also use the remaining 3 holes for a 1/2 inch bolt as well. It is the Thule Snug Tite Hitch Lock and Anti-Rattle Device # THSTL2.
