If you feel the connection point between your trailer coupler and hitch ball is too loose then the trailer coupler will need to be replaced because there is no way to tighten this. The connection point does need to be loose enough for the coupler to rotate on the hitch ball but not loose enough where you have a bunch of play. Yes, there are trailer couplers that have a greater distance between the center of the coupler where the ball sits to the center of the jack tube hole. However, this is not really by design for this exact purpose and I am not sure it would get you the extra clearance you need to lower your tailgate without hitting the tongue jack.
