The lock cables of the Thule and Yakima bike racks would not be long enough to feed through all of the wheels of the bikes to lock them as well but I do have a solution for you.
You could use the Python Cable Lock part # 8419DPF as it is a 6 foot long locking cable that would work well to lock the wheels. You would need to run the cable through the wheels and frame of your bikes so that they would also be locked.

The Thule T2 Classic does not have a cable lock since the arms have locks built into them and the shank of the rack has a lock to secure it to the hitch of the vehicle. There is a replacement arm that will give you a cable lock though. I do have a solution for you, however the Saris Cable Lock and Anti-Rattle Hitch Lock # SA984 that you referenced will not work with your Swagman XC 2-Bike Rack # S64650. This is because the shank on the Swagman rack features a uniquely threaded hitch pin hole that will only allow it to work with Swagman locks.

You are correct, replacement cable # Y8890284 does not come with a lock and key. You have some options to add one. If you have the old cable and the lock and key are still good then you would just need the control key # Y8007835 to remove the lock and to install it in the key cable.
Or if you need to add a new lock then you could use set # Y07202 which comes with 2 locks, 2 keys, and the control key.

I have a better solution for...since installing the cable lock version of the # 752-1272-001 means removing the current lock setup of the arm; which prevents the arm from being raised in exchange for a cable lock I'd recommend the Thule Cable Lock for Hitch Pins part # TH538XT instead which replaces the hitch pin lock of your bike rack and gives you a cable lock additional to it that you could route through your bike frames for added security.
