According to what I read in the owner's manual on page # 4-44, 2WD Tracker models aren't supposed to be flat towed, even if they are equipped with a manual transmission. The problem you are having is because the Curt 4-way kit part # C55372 is not for flat towing and is instead for towing a trailer which basically works in the opposite direction as what you are wanting. This kit is designed to control the taillights of a trailer connected to the vehicle whereas tow bar wiring is designed for receiving voltage instead of sending it.
