I spoke with my contact at Stromberg Carlson to see if they had any advice about how to lock their # VGD-10-100 tailgate. I was told that other than using a cable or chain lock to tether the tailgate to a tie-down point in the truck bed, they really didn't have any specific advice regarding how to lock the tailgate to prevent theft.

I have a solution for you, but there isn't an offset ball that fits the Ford factory gooseneck hitch. However, depending on the design of your gooseneck coupler, you may be able to use the B&W Extend-A-Goose # BWTEXA4200. The best option to meet all the parameters you mentioned would be to use a roll up cover like # LE96VR from Leer.
When it's rolled up, it won't completely block your view out the rear window and won't take up much if any room in the truck bed. If your tailgate locks, the latches that allow the cover to be rolled up will be inaccessible as long as the tailgate is closed and locked.

I'm not super sure what you're looking for but it sounds like you're describing the Demco Autoslide 5th Wheel Hitch w/ Slider - Single Jaw # DM8550038.
This hitch has an automatic slider that will slide toward the tailgate when making a turn and back to the cab when you come out of your turn, so there is no getting out of the truck and sliding your hitch back for clearance. Unless there's a chance in the future that you may upgrade to a larger 5th wheel that weighs more than 20K, the B&W Companion 20K model, part # BWRVK3300 would work great in the factory pucks of your 2021 Ford F-350.
