First you will want to install a set of 5th wheel rails using the Curt Custom Fifth Wheel Installation Kit # C16443-204 on your 1999 Ford F-250 Super Duty 4wd. This kit includes custom mounting brackets which greatly reduces any drilling required on the frame as well as the in bed rails to accept a hitch.
You will need either a Slider # 16516 5th wheel hitch if he has a short bed truck or a Fixed # C16115 5th wheel hitch if he has a long bed truck. Both these hitches are rated for trailers up to 16,000lbs and will fit into the rail kit above.
I do recommend adding an in bed 7-Way # HM40157 to protect the trailer wiring. This will reduce the chances of the wiring becoming damaged from running over the tailgate and down to the bumper mounted 7-way.
