I do have a couple of options that you can try before you remove the hitch. First, you can try drilling into the lock (which will destroy it) to free the lock from the pin so you can then remove the pin.

It sounds like there may be a problem with the load resistors somewhere in the wiring. If they are not grounded securely they can cause problems like you said you are having.
I have attached a drawing that shows how load resistors should be installed you can check out.
