The blue wire coming from the back of a trailer brake controller like the Draw-Tite Activator # 5504 that you referenced will always have some type of minimal voltage on it, but it should be more of a pulsating power and not constant. This is basically the controller's way of looking to see if a trailer is connected.

I think you are correct, this sounds like a wiring connection issue. Given the fact that this is a 2020 trailer and the # RVSTL11 is an LED light, it is unlikely that the fixture needs to be replaced. Of course that doesn't mean it is impossible.

First I recommend checking to ensure you have power getting to the jack. The jack is wired to the 12 volt battery and will use an inline fuse or circuit breaker. There is usually an in-line fuse with wiring that leads up to the battery.
The best thing to do first is to disconnect the system from your battery for about 10 minutes and then reconnect. This will serve the same function as a reset button. If this doesn't solve the problem, let me know and I will help you further.
