I went out to the warehouse and opened a package of the Classic Accessories RV Wheel Covers, part # 052963762501, to see how they attach to the tires. The top of the cover is shaped like a pocket with an elastic band on the inside of the cover. The cover is slipped over the top of the tire and the elastic band provides tension around the tire to keep the cover from coming off. The Adco SFS AquaShed Cover for Class A RV part # 290-52206 comes with four weighted straps as you mentioned. These straps are designed to help secure the bottom side of the cover to the motorhome. In order to install them you will first need to locate a lower strap on the cover and then attach one side of weighted strap to this. Once this is done you can then toss the other side of the weighted strap under the motorhome and secure it the strap on the other side of the cover.
