I checked with Yakima there's no specific distance with the Yakima Outdoorsman 300 Ladder Rack item # Y01137-Y00411 that states how far the canoes can be mounted over the cab of your 2011 Ford F-250. A good rule of thumb is three feet though. So long as you stay below the 300 lbs weight capacity and have them properly secured you will be good.

Your 2018 Silverado 1500's factory 2-inch hitch should have plenty of tongue weight capacity to allow use of just about any hitch type bike rack. There should be a sticker on the hitch that provides weight capacity ratings, including the tongue weight (TW) rating, which is what matters for using a bike rack.

If I'm understanding you correctly, you're wanting to know whether or not the tailgate can be let down with bikes still on the Thule T1 9041 . Since this is not a tilt away platform, you will likely be unable to lower the tailgate without contacting both the handlebars or the frame of the bike.
