When we installed Curt trailer hitch # C13200 on a 2014 Toyota Highlander we found that from the ground to the top of the receiver opening was 15-3/4 inches. So to the bottom-most part of the hitch that would be approximately 13-1/4 inches. For that to be an issue the driveway would have to be at a fairly severe angle though it is still possible. Based on the height info of 13-1/4 inches you should be able to determine if there will be enough clearance.

I had our warehouse measure the Curt Trailer Hitch Receiver # C13394 for your 2018 Toyota Highlander and from the center of the one side of the bolt hole to the bolt hole on the other side measures 41" as shown in the included diagram.
