To determine the maximum trailer weight that can be towed, you will need to subtract the GVW (gross vehicle weight) from the GCWR (gross combined weight rating). The GVW is the curb weight of the vehicle, plus the cargo. GCWR is the maximum allowable weight for the trailer plus the tow vehicle.
Given the figures you provided, when the GVW is subtracted from the GCVW, 11,500 lbs is the result, and would represent the maximum amount the trailer plus its contents can weigh.

The Husky Replacement Spring Bar # HT31522 measures 1-3/8 inches in diameter.
I went out to our warehouse myself and measured the Curt spring bars and found them to be 1-1/2 inches. Plus, since the Curt shank you purchased fits, I'm thinking you have a Curt system.
I've included a link that has all of our Curt round spring bars on it for you to decide the appropriate tongue weight you need. Remember, when determining tongue weight you want to measure using your loaded and ready to tow... view full answer...
The extra-long 2-inch ball mount we offer, part # EA40 from Brophy, is 15-3/4-inches long and may give you the clearance you need at your dual rear-mounted spare tires to let you use a friction sway control unit like # 83660 on a bracket # RP26003. It sounds like you have done virtually everything under the sun to reduce your towing sway issue in your 2001 Ford Excursion that is towing your Forest River Wolfpack toy hauler.
I checked the Forest River website for the weight of the 30-foot trailer in this series. The bumper-pull toy hauler travel trailer model 24Pack14 has a GVWR of 9985-lbs. I suggest you check your specific trailer's GVWR.
I also checked the Ford online owner's manual for the 2001 Excursion for the towing capacity... view full answer...
The 7" drop on the # 4907 and 16" drop on the # 4916 are measured from the top of the bracket to the center of the cross tube on the # 41990. See the diagrams below. If you don't want to use either of these brackets you could also take the # 41990 to a local fabricator and they can design something so it fits the way you want it to. view full answer...

On the Yakima EXO Swing Out Carrier part # Y44ZR that you referenced there is a distance of 9-1/2 inches from the bottom of the shank to the very top so to determine if the rear door of your 2000 Ford Excursion would open you'd need to measure from the bottom of your hitch opening to the bottom of your rear door edge. If that distance is greater than 9-1/2 inches this rack would allow it to open when the rack was swung out. view full answer...

The Timbren Rear Suspension Enhancement System # TFREXC4 is 5-1/16" tall. It sounds like they used lift blocks placed underneath the jounce spring pad and your current springs are sagging. If you were to install these with your current air gap of only 7/16" it would create a very harsh ride experience. So if you choose to go with these you will want to replace your current leaf springs to get the air gap closer to the recommended 1" from Timbren so it will not give you as harsh of a ride.... view full answer...
