The difference between the two hitches is the size bumper they are designed to fit. The 19100 # E-100 is designed to fit a 4 inch square bumper and the # C19101 on the other hand is designed to fit a 2 inch by 4 inch bumper instead.

A standard bumper looks like a regular old bumper that goes straight across at the top and bottom and might have a cut out in the center for a license plate but the cutout does not drop below the bottom of the bumper.
A deep drop bumper will have the cut out in the middle but drops below the bottom of the bumper (at the center) so that it angles up from the center to the outer edges of the bumper. I have included a picture that better illustrates this.

I spoke with my contact at Westin and they told me that the Westin Rear Step Bumper, part # 31012, is a fit for your 2002 Dodge Dakota Quad Cab. This is chrome plated for corrosion resistance, and has 3 Integrated hitch ball holes. This is an OEM replacement so it is constructed just like the factory bumpers.

The Curt Front Mount Trailer Hitch Receiver # C31015 does sit very far behind and below the factory bumper. When we installed it on a 2015 Ram 2500 like yours in our shop the hitch receiver pin sat 10" behind the leading front edge of the bumper. You are correct. For the 2001 Chevy Silverado 1500, the Curt # 13932 is the only available hitch that can be used with the roll pan bumper. If you wanted to use one of the hitches designed to circumvent the deep drop bumpers that were often found on this model you could use the Curt # 13339. However, this is still a Class III hitch receiver, so it would not increase your towing capacity and there is not anything for use with an aftermarket roll pan bumper that is higher rated than that.... view full answer...
Both the frame mount hitch # 13703 and the bumper mount # E-100 have 2 inch receivers. Both are rated for 350 pounds tongue weight and 3,500 pounds gross trailer weight.
The bumper mount E-100 is more limited as to what it will fit on. First, the bumper has to be rated for use with a hitch. It must be a 4 inch square continuous welded steel bumper. A bumper mount hitch in general is not as stable as a frame mount.

As far as comparing bumper clearance distance on your 2019 Subaru Forester, you are right in saying that the Curt Hitch # C12198 installs closer to the bumper than the Draw-Tite Hitch # 76271. The distance between the center of the hitch's pinhole of the Curt hitch to the outside surface of your rear bumper is only 4 inches compared to the 5 inches of the Draw-Tite Hitch.

On most vehicles, the bumper beam is attached to the vehicle frame. A hitch that attaches to the bumper beam (a lot of Jeep and Dodge truck applications are like this) is just as safe and secure as a frame mount hitch. It would take an impressive amount of force and one heck of a crack in the road to pull the bumper off of a vehicle, provided the hitch is installed correctly.

We have a video installation of the Draw-Tite Class III Max-Frame Trailer Hitch, item # 75153, on a 2007 Lexus RX350, see link, that shows the distance from the center of the hitch pin hole to the farthest out part of the rear bumper at 1-1/2 inches, this leaves the receiver portion of the hitch out about 1/2 inch past the rear bumper.

The difference between the Curt RV Bumper Hitch # C19101 and the Curt RV Bumper Hitch # E-100 is the application. If you have a 4 inch square bumper you would want the # E-100, if you have a 2 inch x 4 inch rectangular bumper you would want the # C19101.
