Kenneth from what I researched yes that trailer is going to be too heavy for your 1500. It looks like your Dodge has a 3,500 to 5,200 lb towing capacity so with that trailer being already at the end empty means you're going to be over the limit.

Yes, I think it would not only be smart but safer for you to upgrade your 5th wheel hitch. It is recommend to have a 5th wheel hitch that is a minimum of 20% over your trailer's gross weight. 20% of 19,000 lbs is 3,800 lbs so you will want a hitch with at least a 22,800 lbs capacity.
