Based on the dimensions you provided I recommend going with the Adjustable Width Trailer Hitch Receiver for RVs, 18" to 51" Wide # C13702. This would mount under the frame with the receiver tube sitting roughly 2" below the frame. If you need an additional 2" (4" total) to clear any rear bumper/fascia then you can go with the # C13701 instead. These hitches fit frame widths from 18" - 51" and any excess can be cut off of the crosstube with a chop saw to fit.

The Curt Trailer Hitch Receiver # 14053 lists that it's a fit for cutaway chassis if the bolt holes are 38-5/8 inches from frame to frame. This would mean that the holes in your frame have to be spaced 38-5/8" from center to center in order for the hitch to work.
With your vehicle be a school bus and the dimensions that you stated you'll likely have to go with a weld-on adjustable fit trailer hitch receiver. You'll want to measure the distance down from the frame to clear... view full answer...
Hi Rich; finding the right hub covers will require knowing the wheel size and the bolt pattern on the wheels. For example, the Phoenix USA Baby Moon Hubcap # PX1309SS fits 16" conventional wheels with a 6 on 5-1/2 or 8 on 6-1/2 bolt pattern.
