The Rhino-Rack Nautic 581 Rear Loading Kayak Carrier # RR581 can fit onto any crossbar that has the top channel. It should have no issue fitting onto the Thule Wingbar EVO crossbar channel. The Stealth Hitch you're referring to (listed below) installs directly to existing holes in the frame of a BMW X4, yes. You won't need to do any drilling but the gravel shield under the back of the car (which is different than fascia) will need to be trimmed for this hitch to fit.

The Curt Trailer Hitch Receiver # C13316 has a crossbar that may appear to be a replacement but the bumper beam assembly needs to be reinstalled. I'm not quite sure what reinforcement you are referring to but the hitch doesn't come with anything other than the hitch and some replacement rivets.
