The correct replacement wiring harness for a 2001 Ford E350 Van with the factory tow package is the Reese Multi-Plug Wiring Harness for Factory Tow Package - 7-Way and 4-Way Flat Trailer Connectors # 74682. You need to Tee into your propane line before the regulator, like you mentioned and connect a portable DOT tank in there.
Part # 103538-MBS is a tee that fits between your built in ASME tank and your current regulator and it has 2 quick disconnect fittings on it. The best solution for this is going to be the Roadmaster Rollaway Trailer Hitch Protector # RM-050, which will work when you're towing as long as whatever is in the receiver doesn't hang below the Rollaway.
