I spoke with my contact at Classic Accessories and she informed me that this Classic Accessories Toy Hauler Screen # 052963799941 that you referenced can be made to be 90.5 inches in width and 98.5 inches in height. There really is not a minimum size this product can be made, as long as its within reason. In regards to a minimum size she advised against making it small enough to be use as a doggie door.

The bracket or base of the latch measures approximately 1-1/2 inches wide by 3-1/4 inches long and is 3/16 of an inch thick.
The mounting holes are spaced apart 1 inch by 1-7/8 inches on center. The width of the mounting holes measure approximately 3/16 inches wide.

It is best to measure trailer leaf springs without a load on them. It would be best to remove the spring from the trailer completely, otherwise you could jack the trailer up. That will give you the most accurate center eye to center eye length measurements.
