It is not likely but possible for rain to get into the vent when it is open. The outer lid overlaps the lower housing so water would have to come in sideways (if parked level) for it to get in. Also if the trailer is parked on an incline, the angle required to enter in the vent would not be as severe so you just have to plan accordingly. Since you mention that the trailer jack worked fine last year before removing it, I recommend that you start by checking the ground wire and make sure that it is secured to a clean metal surface on the trailer. Next I would make sure that your battery is fully charged and has enough amperage to run the motor.
