Since you mention that the trailer jack worked fine last year before removing it, I recommend that you start by checking the ground wire and make sure that it is secured to a clean metal surface on the trailer. Next I would make sure that your battery is fully charged and has enough amperage to run the motor.
If your trailer jack still isn't functioning properly, you could have a bad switch or motor. In order to determine which component is defective, you would need to remove the switch and apply power directly to the wire for the motor and see if it starts working. A working trailer jack would mean that the switch is the problem. If you would like to send me the jack manufacturer name and model number I would be happy to see if we have a replacement switch that will work for you. If the jack still isn't operating with the direct power then it is likely an internal issue and the jack will need to be replaced.
