I wouldn't recommend grounding your 7-way to the gas tank strap. Due to safety issues, I would stay as far away from the gas tank as possible. Instead I would ground the wire to the frame of your 2000 Volvo S70 making sure that the spot that you choose is free of dirt and corrosion. Changing the ground location could solve the problem.

Curt does not specify which vehicle models require drilling or temporarily lowering the exhaust when installing hitch # C12211. It would appear that the 2000 Volvo XC70 does not require lowering the muffler but no work on drilling. I assume on some 1998 models drilling is not required. The bottom line is that you won't know for sure until it is time to install the hitch. I have linked the instructions for you.

This is the first I've heard of a tire popping first hand. The Swagman XC 2-Bike Rack Platform Style for 1-1/4" and 2" Trailer Hitches, # S64650, has a distance of 10-1/2 inches from the hitch pin hole to the edge of the first wheel hoop.
