Since you have an automatic transmission in your Neon I found that it can be flat-towed but would require a transmission lube pump.
When you flat-tow your Neon you will need 5 items. You will need base plates, a tow bar, safety cables, lighting for the Neon, and most states now require a supplemental brake system.
