I spoke with my contact at Curt about trailer hitch # 13091. The hitch is designed to fit a 1992 to 2000 Mitsubishi Montero 2 or 4 door (but not Sport models), so if it is being installed on one of those specific vehicles, it cannot be used upside down.
However, if you plan to use this trailer hitch for a different application like a custom build, then you can install it upside down and it will maintain the 400 pound tongue weight capacity and 4,000 pound gross trailer weight capacity.... view full answer...
You are correct that using a hitch adapter such as the Malone # MPG544 will cut your hitch's capacity in half, down to 200-lbs tongue weight. Your bike and carrier combined weight of approximately 198-lbs is within this reduced limit but I do recommend you add support straps to both help support and steady the loaded rack while you're traveling.
