Your 2001 Oldsmobile Intrigue can be equipped with 1-1/4-inch hitch of either a Class I or a Class II rating. In order to use a wheelchair carrier your hitch will have to be a Class II type. A Class I hitch will not likely have the capacity to handle the weight of the chair and the carrier. The weight of both together must remain within the hitch's and the car's tongue weight (TW) limit. I agree that a grounding issue seems the most-likely cause for your refurbished 1965 Trailblazer camper's lighting issue.
If the camper was stored for a time after you re-worked the ground wire it is possible that corrosion has developed. We often suggest applying dielectric grease # 11755 at the grounding point both before and after securing the ground wire ring terminal to the trailer frame. The information I was able to obtain is that the 1999 Oldsmobile Intrigue can be flat towed with the addition of a transmission lube pump.
I believe what you have found in the owners manual is referring to towing without a transmission lube pump in emergency situations. You will still need to confirm the towability and pre-towing procedures for the vehicle with the owners manual or contact the vehicle manufacturer for specific towing procedures. Using a lift or hoist along with a sling like part # EM02000 would be the easy way of removing the PWC from the trailer and onto the dolly.
