I know that on any aftermarket brake controller the max output is around 12 volts. I assume that on your brake controller you are testing with the truck not moving, or at least I hope you are! If you are testing without the truck moving use the manual override with the controller set to maximum output, and not the brake pedal. On some proportional brake controllers, the vehicle has to be moving to apply the full voltage back to the trailer brakes.

I do have a potential solution for you, but the DeeZee Rough Step Running Boards # DZ15300S will not fit a 2023 Ram 5500 regular cab. We actually do not carry any kind of full length running board for a 2023 Ram 5500. The only option for a step will be the Carr Nerf Bars # CARR107442 which is a silver hoop step.

For a massive pintle hook that mounts to a plate we have the part # 337PH50 which has 6 mounting holes or the part # 337PH55 which has 10 mounting holes.
These towing behemoths come from Buyers Products and have a max tongue weight of 20,000 lbs and max towing weight of 100,000 lbs. Obviously this is just for the pintle itself so you'll need to make sure your hitch plate and 2022 Ram 5500 Cab and Chassis is rated accordingly.

It sounds like the 7-Way connectors are not pinned out in a standard configuration. I have included a picture that shows the vehicle side functions of a 7-Way trailer connector. Use a circuit tester such as # PTW2993 to determine the functions of your 7-Way and then change the pin out on your 7-Way accordingly.

Most likely the Ram Gooseneck to 5th wheel adapter part # KPG5-R30IP is what you'd need as this fits most gooseneck hitch tubes that have an inner tube diameter that is 4 inches. If you have a different setup let me know. Another popular setup is 4 inch square tube like with the part # KPG5-Q25-IP.

The T-One Vehicle Wiring Harness # 118384 would not be compatible with the Tekonsha Brake controller you mentioned. The 118384 is a 4 flat wiring harness for trailer brake lights, tail lights and turn signals. So it does not include any kind of brake function.
