They should certainly resist heat better than something made out of horse hair, but just about anything will eventually become damaged if it is close enough to the exhaust outlet. What you can do to keep the Rock Tamers Heavy-Duty, Adjustable Mud Flap System for 2" Hitches # ERT00108 from loosening up - along with torquing to spec - is apply some Loctite Blue Stick Threadlocker # LT37614.
