It sounds like the 7-Way connectors are not pinned out in a standard configuration. I have included a picture that shows the vehicle side functions of a 7-Way trailer connector. Since your brake controller is working for one truck and not the other, the issue is with the truck's connections, not your brake controller. Your 7-way connector is not providing power at the rear of your 2021 GMC Sierra 3500, for your brake controller. I know that on any aftermarket brake controller the max output is around 12 volts. I assume that on your brake controller you are testing with the truck not moving, or at least I hope you are! If you are testing without the truck moving use the manual override with the controller set to maximum output, and not the brake pedal. On some proportional brake controllers, the vehicle has to be moving to apply the full voltage back to the trailer brakes.
