Any fabric-type rooftop cargo bag, including the Rightline Sport 3 XL Waterproof Carrier # RL100S30 that you referenced, will use integrated straps to secure to your vehicle's roof rack or side rails. While it is possible to add a cable-style lock such as # e98891, this would only slow down any would-be thief. Since the bag's straps can be cut the lock would only provide for a modest complication for a person intent on stealing your bag and property.

We do offer a Class II hitches that will fit your 2004 Pontiac Grand Prix, but the ground clearance on these hitches will be less than your current hitch. The chances of contact with your driveway would be higher.
An option that you may consider would be to use a trunk mounted bike rack. If you are only using the hitch for carrying your bikes, then the trunk mounted hitch will remove the issue of contact with your driveway.

I have good news and bad news for you. The good news is that I can offer you a roof rack solution. The bad news is that Thule no longer offers a rack fit for your vehicle.
I checked with Thule, and found that Thule used to offer a 2161 fit kit for the G6, but it was compatible with their 400XT roof rack foot which has been discontinued. When Thule discontinued the 400XT foot, they stopped making the 2161 fit kit as well.
One of the most economical solutions I can offer is a Rhino Rack... view full answer...
