You can use a larger than needed cargo bag on a cargo carrier like what you mentioned. Basically you'd have more cargo room available than needed but as long as you secure the bag down well it won't be an issue at all.

I was able to speak with my contact at Pewag and get some measurements for the load binders we carry. We have several different options available. First, on the Titan Chain load binder # TCLB10, the minimum reach is 21 inches from one hook to the other measuring from the inside of the hooks so this will be the shortest.

The Draw Tite trailer hitch part # 76031 that you referenced has a 6,000 lb towing capacity which would be more than enough for a 4,500 lb trailer. I looked up your 2015 Nissan Pathfinder and it should have a towing capacity of 5,000 lbs which would work with a 4,500 lb trailer as well.
