The kit that did not fit, # RRRBCA035, was designed specifically for Rhino-Rack's heavy duty crossbars which have an over-sized channel. Kit # RRRBCA034 on the other hand is for what is basically the standard channel size. The nuts will fit a channel that is 7/8 inches wide at the bottom (widest) and 7/16 inches wide at the top. It really depends on how much of the bolt hole and bolt were stripped during the install of the Curt Trailer Hitch Receiver # C11419, but to be on the safe side, you will likely want to use another M10 x 1.25 bolt.
And if the weldnut was stripped at all, I highly recommend using a tap, the 10 mm x 1.5 Tap # PTW8619.

I checked the vehicle owner's manual and all it says is that it is not recommended to tow a trailer with the 2014 Kia Soul (any model). But it also does not say you can't and there are numerous references to towing throughout the manual. So my interpretation is that you could tow a trailer but how heavy is unclear. I can't say for sure. It depends on the weight of the carrier and the wheelchair. All of the trailer hitch receivers we carry for your 2013 Kia Soul, like the Draw-Tite # 24839, have a 200 pound tongue weight capacity.
Which means the carrier and the wheelchair combined cannot be heavier than 200 pounds with this hitch. It's likely the wheelchair is quite heavy and will exceed that itself.
