I did some research on the 2009 Jeep Compass models, and unfortunately you would not be able to to your vehicle with four wheels on the ground because it has an automatic transmission. Only the models with a manual transmission are able to be towed in this manner.
You might want to look into a tow dolly setup, like the RoadMaster dolly # RM-2000-1, as an alternative. This would still allow you to tow the Compass, but it would be more comparable with towing the vehicle on a trailer,... view full answer...
The Curt Roof Mounted Cargo Basket # C18115 you referenced does have an E-coated finish which is designed to protect it from corrosion. Additionally, this basket has a one-year warranty on its finish and a lifetime warranty in terms of defects. So while it does have a rust-resistant finish, should the basket become rusted you do have protection from the manufacturer.
