Basically the Tow Ready Harness part # 118465 and the Curt Harness part # C56029 are two different manufacturers take on the same wiring harness. Either will work and will accomplish the same thing.

I believe the closest leaf spring we offer to what you are looking for would be the Leaf Spring part # D217242 that you referenced. The only difference is that this spring is 1-3/4 inches wide instead of 2 inches. Nearly all trailer leaf springs are this width so I would be surprised that you have a 2 inch wide spring.
This spring is also a 1/4 inch shorter, which is perfect since old springs like what you have tend to stretch over time.

The # 119178KIT actually replaced the 119175KIT a few years ago, so for your 2006 Honda Element you would want the # 119178KIT.

Your 2003 Honda Element uses what we call "fixed mounting points" for the roof rack towers. Meaning there is not any way to change the distance between the crossbars. Even if you go with a different brand, they are going to be fixed at 28.5". So there would be no way to accommodate the Thule Tepui # TH8001ASK05.

The SMI Duo part # SM99251 that you mentioned is going to be your best option. It works just as well as the Inivsi-Brake yet installs much easier. If the permanent install route is what you are wanting the DUO is hands-down the best option. Our installers here love it. If you are paying for an install somewhere it will also be much less expensive to go this route.

I'd recommend the etrailer Class III hitch, part # e78KR which is compatible with all models of the 2010 Honda Element. If your Element is NOT an SC model, the US made Curt # 13574 you'd looked at would also be a fine choice. Both hitches have the same degree of install difficulty and the same capacity. In this instance, I'd personally choose the etrailer over the Curt, because I find the round matte black finish to be a bit more visually appealing.

I do have a solution for you but there are no front mount trailer hitches available for the 2003 Honda Element. What I recommend is a Trailer Valet XL trailer dolly such as # TVXL2 which has a 2 inch ball or # TVXL25 which has a 2-5/16 inch ball.

Since your vehicle has such a low towing capacity you only really have one option for carrying a motorcycle with your 2010 Honda Element. You will have to go with a small trailer since your vehicle would not have the tongue weight capacity for a motorcycle and carrier.

First try removing the harness to see if the cruise control starts to work again. That will isolate the harness or the install as the problem. The Thule OutWay # TH45JV is indeed a fit for a 2009 Element. The OutWay is not an inexpensive choice, but in my opinion it's probably the best choice for the Honda Element you're referring to.

What size tires do you have on your horse trailer now? The new 215/70-14 tires you are referring to are 25.9" diameter x 8.5" wide so if you have the extra room for this new size then I do not see any issues so long as they are rated for use on a trailer and have the correct load range. You will need to start with a 4-way (if you do not have one). For that you would want the # 118336.
