The Blue Ox Base Plate Kit # BX1139 is a confirmed fit for your 2024 Jeep Wrangler Rubicon X per Blue Ox. I don't currently have an installation video on a model with a steel bumper but I did measure from the mounting holes down to the crosstube so that you can measure from the mounting hole locations on the frame to see if it will clear the bumper. How large of a toolbox are you looking for? These toolboxes are not custom fitted, so there are going to be a lot of options as far as height, depth and cubic footage.
Based on pictures I can see of these Big Tex 60pi trailers, there is a good amount of open space on the tongue. That was enough information right there. If it is welded to the axle a modern replacement won't work. Unless you can find parts at a scrap yard you won't be able to get replacement parts for those brakes to rebuild them either. You will need to replace the axle like I mentioned before.
