It sounds like you have shocks like the Lippert Components Bolt-On Shock Kit # LC281281 on just one of the axles of your tandem axle trailer. If that is the case, adding a kit to each axle will absolutely help improve the ride of your 5th wheel trailer.
Putting this kit on both axles is going to allow for more absorption of vibration and road shock than having shocks on one axle; it will absolutely give you a more comfortable ride compared to what you have now.

Yes, the Ark Drop Down Corner RV Stabilizer Jacks # ARK94FR are definitely an upgrade over standard trailer stabilizers. The drop down feature makes it a lot quicker to get the jacks up and tucked out of the way so they don't catch when the trailer has limited ground clearance, unlike standard stabilizers. The 12v accessory pin from the 7-way would need to be connected to the battery in order to charge it so you'd first need to make sure it was actually wired that way since not every manufacturer does. That being said the trickle charge coming from the 7-way wouldn't be anything to worry about since it wouldn't send a high enough voltage to fully charge a lithium battery.

If the outside and the inside of your tires are wearing out but the middle is not indicates that your tires are not inflated to the correct psi rating. Make sure you have your tires inflated to the correct psi by checking the sidewall of the tire.
If you look at The Westlake ST205/75R15 Radial Trailer Tire - Load Range D # LHWL300 it has a ply rating of 65 psi.
