No, you can't. You're going to need to use a sliding hitch with your 2021 Chevy Silverado 3500 short bed. If you don't get the extra clearance the slider provides you won't be able to make full 180 degree turns and will end up damaging both your truck and trailer.

The picture with the torn up bushing looks like the eye of your slipper spring. Is that correct? If so, it is coming undone and probably the reason you're having this problem. It should be enclosed and not look similar to the hook on the end of the slipper spring. Replacing your leaf springs will likely solve the issue. The bushings on the B&W Patriot item # BWRVK3200 will last quite awhile if you keep them lubricated with Lithium based grease like item # L11354. I don't have an exact time frame because it depends on how well you take care of them. B&W recommends to grease the bushings as needed so I would check every three to six months to insure they're lubricated.
