Typically, long bed trucks are right at 8 feet long, give or take a couple inches, depending on where you measure them. Your 2013 Chevy Silverado has an 8 foot bed. The psi rating on the sidewall of all trailer tires is the cold PSI rating, meaning the tire should be inflated to that psi rating before the tire heats up. If your tire says 80 psi, then the manufacturer intended for that tire to be inflated to 80 PSI before you hit the road.
If you start out at a lower pressure, then the biggest concern that you will have is that the weight rating of the tire will also decrease. It is recommended that trailer tires be inflated to their recommended PSI.

In order for something to be waterproof it needs to be able to be submerged under water for a certain amount of time and not allow any water in. I spoke to my contact at Titan and he informed me that the Titan BrakeRite EHB Electric-Hydraulic Actuator is water resistant, but not water proof.
What this means is that as long as you do not submerge this unit under water you should be fine. It will withstand rain but you would not want to let it get submerged.
