Could Swagman Impakt Bike Rack # S62FR be Attached to Wood Truck Floor
While the Swagman Impakt Bike Rack # S62FR wasn't originally designed for attaching to wood if you used a long enough wood screw and the wood was in good enough shape this would work fine. This comes ready to carry bikes with 9 mm and 15 mm thru axles forks but if you have a 20 mm axle you'd also need the # S64715 as well.

Is the Swagman Patrol 2 Bike Rack S64701 Lockable
Yes, the Swagman Patrol 2 Bike Rack # S64701 that you referenced has locks built into the skewers of the rack so that you can lock bikes to it. If you were to use the 20 mm adapter part # S64715 it would also still be able to lock.

Will the Hollywood Racks Destination Accommodate a 4-Inch Fat Tire Non-Electric Bike?
I think I have a couple options for you. Unfortunately, the Hollywood Racks Destination # HLY94FR cannot securely hold a 4-inch fat tire bike. For a 4-inch fat tire bike hitch-mounted rack, I recommend the Curt 2 Bike Platform Rack for Fat Bikes - 1-1/4" and 2" Hitches # C18085-FB. I do have a potential solution for you but I reached out to my contact at Swagman and unfortunately he said there's not a good option available that's able to adapt the Pick-Up 2 Bike Carrier # S64702 so that it can accept wider forks like what is on your mountain bikes. Your only option to secure these bikes will be with a different carrier.
