Are all dexter brake assembles have the same hole pattern

Definitely not; the Dexter Electric Trailer Brake Kit - 2,000 bs # 23-47-48, 3,500 lbs # 23-468-469 and 8,000 lbs # 23-434-435 fit a 4-bolt brake mounting flange.
The Dexter Electric Trailer Brake Kit- 6,000 lbs # 23-105-106 and 7,000 lbs # 23-464-465 fit a 5-bolt brake mounting flange.
The Dexter Electric Brake Kit - 9,000 lbs to 10,000 lbs # 23-450-451 fit a 7-bolt brake mounting flange.
