The Suzuki Burgman is built more like a motorcycle than a scooter so using a motorcycle carrier can work. However, you need a carrier that has the capacity for the scooter (which Ultra-Fab carrier # UF48-979033 does have for the scooter dry weight) and the hitch and vehicle need to be rated high enough for the combined weight of the scooter and carrier.
The dry weight of the 400 Burgman appears to be 489 pounds. With fluids it is likely over 500 pounds. If that is the case then you cannot use the carrier. But if drained of fuel and possibly removing the battery, you may be able to get it under 500 pounds. The carrier weighs about 50 pounds so at the very least the hitch and RV need to have a capacity of 540 pounds.
The safest way to carry something like a big scooter is to tow a small trailer. Considering the amount of weight that will be at the back of the RV and the fact that there is more bouncing at the back of an RV (like being at the back of a school bus) a trailer is the safest option.
