We do have an option for you to carry your bike rack while towing your trailer, though the part number you mentioned is not designed or rated for use with trailer towing, just flat towing (trailer towing has higher tongue weights than flat towing). So what you can use instead is a dual ball mount/hitch adapter:
- Curt Multipurpose Ball Mount with 2" Receiver # D210
The # D210 has capacities of 7,500 lbs towing/750 lbs tongue weight so it's more than enough for towing your trailer and using your Thule bike rack carrying ebikes. It does come with a pin and clip, but you can add a lock with the Trailer Hitch Receiver Lock # e98880.
The only other thing you will need is a hitch ball, with the right one depending on the size of your trailer's coupler; either the 2-5/16" Hitch Ball # C40005, 2" Hitch Ball # C40004, or 1-7/8" Hitch Ball # C40002.
