Recommended Base Plate Kit for Flat Towing 2013 Chevy Spark Behind Motorhome

I bought a 2013 Chevy Spark for my toad. I have a Falcon All Terrain non-binding towbar. Is the Roadmaster Crossbar-Style Base Plate Kit - Removable Arms - 523174-1 With the Replacement Quick Disconnect Crossbar Assembly for Roadmaster Motorhome Mounted Tow Bars - 910021-00 the right base plate assembly? What wiring harness do you recommend noting that I have to power a braking system and the recommendation is to disconnect the negative battery terminal.

As long as your Spark has a manual transmission, it is capable of being flat towed.
The Roadmaster # 523174-1 is a fit for your vehicle. If your Falcon All-Terrain tow bar doesn't have the crossbar assembly, you will indeed need the # 910021-00 crossbar.
To wire the vehicle for towing, I'd recommend a diode system like # RM-152-98146-7. In addition to the lighting circuits, the umbilical can be used to provide a trickle charge to the vehicle battery while you're towing by installing a # RM-156-25 charge line kit. I'll link to a video showing how the kit is installed.
