The American made Gen-Y Rebel Ball Mount w/ Stacked Receivers # GY62FR can definitely be used to tow a car dolly weighing 4,000 pounds. This is rated to tow up to 5,000 pounds and you will just need to choose the correct size ball to complete the set up. If the coupler on the dolly is for a 2" ball, you will want the # 63845, and if it is a 2-5/16" coupler, you will want the # 63847.
The only potential add on will be the Gen-Y Anti-Rattle Clamp # GY88XR. This will keep the main part of the set up secure in the hitch and significantly reduce any kind of movement you might notice. It is a nice thing to have.
