Yes, the Glacier Cable Snow Tire Chains # PW1038 will fit the 225/60-17 tires on your Subaru Outback, and they will work - to a point. It isn't your Outback that would be the issue, it is the fact these are snow cables, which are just not very effective whatsoever. They are really a one-time use application and will work in lighter snow, so if you just need something to have in your Outback for emergency use, then it's fine to go with the Glacier Cable Snow Tire Chains # PW1038.
But if you think there will be a chance you have to use a traction device more than once, or could be in anything but fairly light snow, I do strongly recommend going with chains, specifically a set from Konig:

The Konig # TH01221104 will fit your Outback's tire, are Class S compatible for added clearance, and will give you a real boost in traction in the snow, which cables simply won't do very well. These have a 5-year warranty so they will last, and have a diamond pattern which means they cover a large portion of your tire, which allows excellent overall grip.
