To flat tow your 2016 Jeep Wrangler, I recommend going with the Brake Buddy Classic 3 Portable Supplemental Braking System # HM39494. This supplemental braking system is very easy to setup and use, and is also one of the more affordable braking system options available.
I have attached an installation video on an earlier model Jeep Wrangler to help you with the install process.
In order to safely tow your vehicle, you also need a diode taillight kit, safety cables, base plate kit, tow bar, and possibly drop hitch adapter. I have provided links to recommended parts just in case you don't already have them.
