I would be happy to recommend a flat towing setup for your 1982 Jeep CJ-7.

Since the only base plate kit confirmed to fit your Jeep is the Demco Classic Base Plate Kit # DM9518112 which will work with the standard front bumper, you will not be able to use the Roadmaster StowMaster Tow Bar # RM-501. Luckily there are other tow bars out there that will work great with this base plate kit.

I recommend using the Demco Commander II Non-Binding Tow Bar - Victory Series # DM9511012 which has quite a few great features including the non-binding release that will allow you to easily disconnect your Jeep even on un-even terrain, and the 6000lb capacity will be plenty for your CJ-7. The Demco # DM9511012 includes safety cables so you won't need to purchase them separately.

For wiring I recommend the Hopkins Magnetic Tow Lights # C6304 which will mount to a metal surface in the rear of your Jeep, and the 4-way connector will run on top of the vehicle to your tow vehicle. If your tow vehicle only has a 7-way connector you will also need # PK12716.

Lastly for a supplemental braking system I recommend the Demco SBS Stay-IN-Play DUO Supplemental Braking System # SM99251 which match the braking pressure from your tow vehicle to your Jeep, and once installed will not need to be removed.

You may need a high/low adapter to level your tow bar, so I have included a helpful article that shows how to measure for an adapter and a link to all of our high/low adapters for you to take a look at.

It is important to check your owner's manual for any special steps to prepare the vehicle for flat towing or restrictions regarding flat towing.

I included videos to all of the products mentioned for you to take a look at.
