Tire Chain Recommendation for a 2012 Chevrolet Express 1500 With P245/70R17 Tires

I have never driven with tire chains but am heading to Northern Quebec. I understand safe speed but is there a speed that should be evceeded? Which tire chain for a 2012 chevy express 1500 with P245 70R17?

For the Glacier Cable Snow Tire Chains, # PW3010C, that you referenced, the maximum speed limit is 30 miles per hour. You will typically not find tire chains that are rated for speeds higher than 30 miles per hour. Tire chains are designed to be used on snow and ice only, not on dry or uncovered pavement.
The Glacier cable chains that you referenced are a popular and inexpensive option, but they are not an ideal option if you think you might use them more than once or twice. They are made of low-carbon steel that is coiled around rubber. The rubber tensioners, # PW99, are also recommended to take any slack out of the chains once you have them installed.
If you are planning on running into heavy snow or ice conditions or if you want a better quality chain, then I would recommend taking a look at the Titan Diamond Alloy Snow Chains, # TC2323. These chains are made of manganese nickel alloy steel which will provide better corrosion resistance and they use square link style chains that provide better grip on snow and ice. These chains will install in half as much time as the Glacier cables and they do not require manual tensioners like the cable style chains.
