You might find helpful the linked video that covers the types of RV hitches we offer for travel trailers like your Jayco Feather X213, including the preferred frame-mount type like Curt # 13703. This hitch is designed to work with box frame, C-channel frame, or I-beam frame RVs. This item and other similar options appear on the linked page.
I contacted Jayco about the frame type on your tandem axle X213. The frame could be sourced from either of two companies, Lippert or Dexter, so they suggested checking with them using the unit's VIN (specifically the last 8 digits) to help them confirm whose frame it is and which type it is.
The person at Jayco I spoke to was not familiar with any pre-drilled holes specifically intended for hitch installation, though there certainly could be such a feature for that or another purpose. If you wish to tell me your trailer's VIN (or the last 8 digits) I can contact Jayco to confirm the best option for a hitch.
Curt hitch # 13703 can be installed either by bolting it on or by having it welded to the frame. Also note that the two mounting brackets can be positioned in multiple ways to provide installation flexibility. We also have weld-on-only hitches such as the Ultra-Fab # UF35-946403.
