The center mount on my 2011 hyndai has only the tie down loop, is the mounting bar included in the kit? There is a threaded note but no bar.

It sounds like you are referring to the ball mount that fits into the 1-1/4 inch square receiver on the Draw-Tite Trailer Hitch, # 24902. The ball mount, pin and clip is not included with this trailer hitch. With a Class I trailer hitch like this, you can only use the ball mount recommended by the trailer hitch manufacturer.
If you are talking about the installation hardware, parts 1, 2, 3, and 4 in the instructions, those items should have been included with the rest of the hardware.
For your vehicle, the correct ball mount is # 3593 and it should be used in the rise position only according to the instructions for the hitch which I have linked for reference. The correct hitch pin and clip is # PC2.
For a ball you can use # 19256 (1-7/8 inch diameter) or # 19258 (2 inch diameter).
For trailer wiring, the correct harness is T-One Vehicle Wiring Harness, # 118532. I have included a link to the installation details for this wiring harness for you.
