Are these the same light just a right and and left side: STL8RB and STL9RB?

Yes, the LED Trailer Tail Lights # STL8RB and # STL9RB are the same light. Part # STL8RB is for the passenger side of the trailer while part # STL9RB will install on the driver's side.
You can also find these LED lights in the Kit # TLL9RK which will provide you with a wiring harness with connectors, a license plate mounting bracket, as well as hardware and quick-splice connectors needed to install the parts.
