do you have to cut the bumper to install The tow hitch. I have noticed it on factory installed hitches the bumper is notched. Hummer H3

There is no cutting or trimming of the bumper on the Hummer H3 when installing the Draw-Tite Class III Trailer Hitch, # 75382. The installation on your Hummer H3 is a very simple bolt-on application. The hardest part might be lowering the exhaust for ease of installation.
I am sending a link to the installation instructions for the Draw-Tite Class III Trailer Hitch, # 75382.
If you will be towing, you will need the Curt Ball Mount, # C45010, and the Pin and Clip, # PC3. You will also need a hitch ball. Depending on the coupler size on the trailer you will be towing you will need either a Tow Ready 1-7/8 inch Hitch Ball, # 19260, or a Tow Ready 2 inch Hitch Ball, # 19247.
The trailer wiring harness you would need, if you have a factory tow package is the Hopkins Trailer Connector, # 30955. This harness will plug into the factory socket on the rear of the truck.
If you do not have the factory tow package, then you will need the Draw-Tite Wiring Harness, # 18252. This harness will tap into the taillight wiring harness and give you a 4-way at the rear of your truck.
